Thailand’s cabinet has greenlit a pivotal report from a special House committee advocating for the legalization of entertainment complexes featuring casinos in the country. The endorsement, received on Tuesday, underscores a significant stride in the realm of Thailand’s economic policies.
The Ministry of Finance has been tasked with spearheading an additional study within the next 30 days to delve into the feasibility of such investments. According to Deputy government spokeswoman Kenika Ounjit, the move aligns with the government’s broader strategy to bolster the “fun economy” sector, encompassing tourism, sports, entertainment venues, and MICE businesses. This sector, characterized by steady growth, has already begun to yield economic benefits for the nation.
Ms. Kenika highlighted insights from the House committee’s report, suggesting that the proposed entertainment complex model could potentially amplify tax revenues for Thailand, consequently enabling a broader spectrum of governmental assistance. However, she stressed the necessity for public participation and hearings to weigh the merits of the casino proposal thoroughly.
The cabinet’s recommendations outlined a cautious approach, suggesting that the government refrain from sole investment in such projects to avert potential fiscal strains. Instead, they proposed collaborative ventures with private partners, with the concessionaire model as a viable avenue. Location-wise, proximity to international airports was deemed essential to cater to a global clientele.
Additionally, the cabinet advocated for the creation of a “casino tax” to be levied on the gambling industry. Furthermore, they underscored the need for a dedicated government body to address potential adverse impacts of the proposed entertainment complexes, alongside the formulation of specific legislation to regulate this burgeoning sector.
However, the House committee’s report encountered staunch opposition from a consortium of university academics, predominantly from Chulalongkorn University. In a statement, they cautioned against the legalization of casinos, contending that it could potentially exacerbate societal issues without commensurate economic gains. They rebutted the assertion that gambling constitutes a viable economic activity, citing its lack of tangible economic products as per conventional economic analysis.
