Police Arrest Three Chinese Nationals in Telecom Fraud Case

On July 30, 2024, Bangkok Metropolitan Police made significant progress in a fraud case involving three Chinese nationals, following a high-ranking police officer’s experience with a scammer’s phone call. The officer’s swift action led to the arrest of the suspects and the seizure of key evidence.

The incident began on July 14, 2024, at 11:37 a.m., when Police Major General Theerachai Chamnanmor, Commander of the Investigation Division, Region 2, received a fraudulent phone call. The caller attempted to solicit additional investments under false pretenses. Recognizing the scam, Major General Chamnanmor promptly initiated an investigation.

The phone number used in the scam was traced to the Prawet district of Bangkok, prompting further action. Police Colonel Surapong Phutkhao, Superintendent of Prawet Police Station, coordinated with Major General Chamnanmor to follow up on the lead. Their investigation uncovered that the fraudulent activities were facilitated through a SIMBOX or GSM GATEWAY device, which can manage multiple SIM cards and operate remotely from abroad. The device was located in a condominium in Prawet.

On July 29, 2024, at approximately 11:15 p.m., police observed three individuals arriving at the condominium in a red Mazda car. One suspect entered Building A, carrying a travel bag. Police waited until he exited the elevator and met with his accomplices outside. Upon identifying themselves, officers searched the premises and discovered the SIMBOX device along with other incriminating evidence.

The arrested suspects, identified as Mr. Xue Jiajun, 34, Mr. Mao Tianqi, 33, and Ms. Lin Melling, 35, face charges related to the illegal possession and use of radio communication devices. They are accused of operating a radio communication station without a license and unauthorized use of telecommunications frequencies, which are classified as Type 3 telecommunications offenses.

The suspects and the seized evidence have been transferred to the Technology Crime Suppression Division (TCSD) for further legal action. This case highlights the proactive measures taken by Bangkok police in combating telecom fraud and securing digital communications.
